In 2022, Portland voters passed the ballot measure to change the structure of the city government. Moving away from the previous commission form of government, Portland will now have a separated executive mayor and an expanded legislative city council.
As part of this process, Portland was divided into 4 districts that will each have 3 members to represent them in city council. Portlanders will have the chance to elect those council members through Ranked Choice Voting in the general election on November 5.

City Council seats will be decided using Multi-Winner Ranked Choice Voting. In this process, Portlanders will be able to rank their top six candidates running in their district.
Any candidate receiving more than 25% of the votes in a round is declared a winner; their extra votes are shifted to those voters’ next choice. This process continues until three candidates have received at least 25% of the vote.

The Small Donor Elections program seeks to reduce the influence of money in politics and encourage election of people to City office who are reflective of and accountable to all Portlanders.
Through the program, candidates are generally restricted to maximum donations of $350. When a candidate receives a donation from a Portland resident, the Small Donor Elections program will match the first $20 by 9 to 1, effectively turning that $20 contribution into $200 for the campaign.

Oregon offers an income tax credit to Oregon tax filers who contribute to qualifying state, federal or local political campaigns. The total credit is limited to $100 on a joint return or $50 on a single or separate return. Please see Oregon Secretary of State for details. Contributions or gifts to this campaign are not tax-deductible for federal income tax purposes.
